A theme in Windows 7 is a bit different than in previous operating systems. A themepack can be made up of wallpapers, screensavers, windows sounds, window colors, window styles, mouse cursors and icons. All depends on what the author added to the theme. We have an open submission system allowing people to be as creative as they want and still have their themes shared. Thanks for the comment and great question.
